Sure.  Start with a basic mortal.  I add Elementalism to him (15 points) being mortal class he controls one element.  Strengthening the 'spell' to learning a use for his power he spends 10 times the time learning the 'spell' (or more) but never forgets it.  For purposes of creating or maintaining an element and elemental adaptations I bump up his ego to Olympian or even numbered.  Mortal class ego for Elemental attack and wall.  Viola I have Iceman or Pyro.  Count Magnetism as an 'element' and you get Magneto.

Many of the mutants can do the same trick with various of the powers and get a good close approximation.  

And like you said, on his world he would be quite powerful, but get him a couple of worlds away and he becomes just another mortal.  Also your average character will seriously outclass any but the toughest of the superheroes even on their own world.  {That is why my earlier suggestion is so evil.  Haha we will go smash him flat!  Then Thor decks you through a wall and cleans the floor with your character.  Ironman and the rest of the Avengers are there for backup.  You should be able to beat them, but it will not be easy, and there is a lot of potential for loss if you don't do it right.}

There is no reason to think that Thor or the Hulk wouldn't be much stronger than any of the PCs at Might in their own universe, that's for sure. That's one of the things to understand about the game universe: its entirely possible for there to be very powerful things out there IF their power is founded on very weird local world rules.  These are what would be mid-level threats for a PC; they can be extremely dangerous to you IF you're not smart about them, but if you are, you can probably wipe the floor with them. (I would assume the Hulk or Marvel-Thor's Ego to be Mortal Class, for Marvel-Thor MAYBE Heroic Class at best; so all you have to do to beat Thor would be touch him; or, you know, change the rules of the universe, or get him to chase you to another universe where he's got no power at all).

Of course the really funny part of the scenario you're proposing would be when the PCs met Marvel-Hercules!
