Title: Ubiquity, open?

Anyone know if the Ubiquity system is OGL/open/whatever? I know it's used in HEX and that Desolation fantasy rpg and I believe each is published b a separate company. (At least iirc.)

I don't know what the conditions of the license are, but Ubiquity was licensed for Desolation.
