Learning them.

Lots of fun once learnt; potentially a lot of studying to learn.

Therefore, I propose the following solution: Put whatever you like on your character sheet, with however many dice you want.

The GM then grabs your wallet and pulls out what they think that character is worth.

Highest die roll wins.

There. A balanced, intuitive system with built-in encouragement to play sub-optimal characters.
