I think they changed it in 2E, to -1 DM per Dodge skill rank? Is the rest still the same?
2nd Edition made this popular Referee house rule an official one:
A Traveller who is dodging will inflict a penalty equal to his
DEX DM or Athletics (dexterity), whichever is higher, to his
attacker's attack roll.
