Pseudoephedrine

Styrofoam and an exacto knife work well too. I used to play Warhammer 40K years ago, and I built tons of terrain for battles. Styrofoam, some modeling putty, a bit of acrylic paint and a deft hand can make pretty much any terrain you need.
