Can Mean Streets by Precis Intermedia be used to run a Sin City campaign?

I saw that RPGPundit is very fond of it for classic film noir. Sin City has a high degree of action though often referred to as 'Ultraviolence.'

I couldn't get into Sin City, but I would suppose Two-Fisted Tales (http://rpg.deals/2ft) would be a better fit.
