BESM is good for that, or keep an eye out (in used shops/ebay) for the "Sailor Moon Roleplaying Game", which is basically BESM with more support for Sailor Moon and the like.  The Big book of Youma, for the same game, is a book of various monsters you can easily reskin for a magical monster of the week game.

Heh, this needs it's own thread. Yeah, I'm not a fan of grimdark for the sake of grimdark but it does have it's place, which is often not in an RPG. If I were to run a darker Magical Girl game, the first thing I would do is toss out the anime tropes, then since the fashion sense is Lolita/Gothic I'd probably just set it on some variation of Gothic Earth from the Ravenloft Masque of the Red Death setting, with some of the Dread Domains shoehorned in because those postage stamp countries fit pretty much anywhere. Likely I'd use 5e and hack a Magical Girl Class from the Warlock. The last system I used for Magical Girl was Mutants and Masterminds 3e.

Kreider is unbelievable, she shit all over Kiel Chenier of all people for daring to question her.  She claimed to be more oppressed than actual gay people immediately after the Orlando shooting. Her egoism is stunning. She went further than Zak ever did and has suffered absolutely zero blowback.

My only excuse for the lack of updates is being paralyzed with paranoia over making sure the right tone was conveyed, as I've been banned from rpg.net, storygames.com, and dndwithpornstars.blogspot.com for reasons I still can't figure out, and god forbid someone thinks my criticism of Chinese manufacturers is somehow racist or that I'm angry at my backers.  But after taking a course in management, consulting with multiple PR folks, and seeing just what a bizzaroland the internet has become, I don't think it matters.

As for delivery, that I'll address in the update.

I loved that series! The first and only 'Magical Girl' show I've watched.
I can definitely see the appeal of a game based on its concepts... even if I'm not all that interested in playing a young girl PC. It kinda sits on the same shelf as my love of Kult and Call of Cthulhu.
