Like grass but in different heights etc... and others as well.

You're looking for a wargame, at least I can't remember a single RPG with that kind of detail.

Can't say I did, except for perhaps Dave Arneson's 1979 Adventures in Fantasy which had some options for random terrain generation; but those rules don't go into detail about the height of grass or anything of the sort; they generate square blocks, sixty feet on a side, of clear/hilly/forested/hilly forested/mountainious terrain, possibly crossed by a stream or a river.
Alternately, I've seen so-called hex flowers (https://www.drivethrurpg.com/product/282472/Hex-Flower-Template) (popularised by Goblin's Henchman (https://goblinshenchman.wordpress.com/2018/10/25/2d6-hex-power-flower)) which might — perhaps with some adaptation — fit your needs: for example this one (https://www.drivethrurpg.com/product/399782/GENIUS-LOCI) or this one (https://www.drivethrurpg.com/product/394112/In-the-Heart-of-the-Eternal-Forest).
Gamemaster Law for Rolemaster Standard System has a big discussion of terrain on a campaign map level. I'm pretty sure it's originally from Campaign Law. War Law covers terrain types in some detail but it's basically a chart heavy hex and counter game. I think Heavy Gear had some terrain discussion because it was as much a tactical wargame as it was a roleplaying game. Traveller 5 has some world mapping terrain discussion. I've got some campaign level terrain notes for The Arcane Confabulation but largely dealing with utility stuff like population support and resources.
