Seriously, what would you do if this happened at your game table?
Probably laugh.
Yeah, me and probably the rest of the table would be laughing at that point. If the person was serious, we'd table the discussion until after the game. If they pressed the point, they'd be asked to leave probably.
"Like I told you before the game started, the rules are whatever I say they are. Sit down and shut up."
I'd ask the guy why he thought we were playing 3rd edition.
I can't imagine any of my players doing that.

Not "probably", I'd be laughing and there are no other options;).
"First, you don't have a base attack bonus in this system, WTF are you talking about? Second, no stats are "inalienable" if the Referee decides they must be reduced. Third, that was a good one:D!"
Laugh.
Kill his character on principle.
And the next one so he gets the point.
Not be a douche of a jackass and kill of his character which solves nothing. Follow CRKruegar approach.

Oh, don't be so precious.
If a player actually stood up and said that crap expecting to be taken seriously, he deserves a rock fall.

Look for the hidden camera.

OK, I agree that's an option as well:D!
"The ethereal mummies automatically surprise you..."
"very funny, but we aren't playing DND, and you are still loosing a point of Flame. Stop trying to attack the Masquards head on, this continued course of action will not end well."

This. Then laugh.
Out of curiosity, did this, or something like it actually happen?
I would be impressed, since the player actually knows the Declaration of Independence well enough to parody it.

All you need to know is the schoolhouse rock song.
Laugh and move on. Its a good joke.
Crap players.
I'd say "Sit down, Bob. You knew what Wizards got for BAB and Skill Points when you rolled."

The NPCs would be asking what the heck are PCs, stats. attributes, skill ranks and base attack bonuses and generally acting like the PC was barmy.
Something like the OP did happen once in one of my games. A player was not happy with some ruling and threatened a walk out, trying to rally the other six players with the claim of "he can't do anything if we ALL leave"!
None of the others went along. I told him that since he was so determined to walk out, he didn't need to come back.
