I'm going to run a scifi billions of years in the future (cryogenic seed ships without FTL travel slowly) and I was wondering what a feasible (or even less than feasible) explanation would be for including Dick Cheney as a villain.

And of course you could have a running side joke where he accidently shoots one of his underlings every once in awhile

Meh, he doesn't have any good props. No wheel-chair, no cat, no mechanical hand. Not even a decent accent. Bad villain. Pope Benedict wouldn't even need his Death Star for him...

If you want to include Dick Cheney as a villain, your game is probably going to veer towards the humourous. So don't worry too much about coming up with a super-plausible explanation. In fact, an implausible explanation is probably funnier.

If you're going for a serious game, you should avoid any mention of Dick Cheney. Just have a character with a different name, but a similar appearance, demeanour and position. Allusions inspire less silliness than an outright mention would.

You've got it all wrong.

Dick's a zombie.  That's why he hasn't croaked yet.  Sure the first couple of heart attacks were legit, but all the "heart troubles" he's had since were actually secret operations to strengthen his conversion to one of the undead.

After the party loses the 2008 elections, he goes into hiding, both to alleviate suspicions of unnaturally extended life span, and to await the day when his evil might be better poised to take over the earth.
