It's designed for the Hollow Earth Expedition rpg from Exile Games, and put together by several folks who are members of the message boards over there. (I'm a member of those boards, but not a contributor to this issue). Still, even if you play HEX, it looks like a lot of this stuff would be just as useful for Two Fisted Tales, Spirit of the Century, Pulp Hero, Justice Inc, Daredevils, or whatever other pulp rpg floats your boat. And it's free.
Definitely. I downloaded it and did a quick skim and there is some great stuff here. I'll file it away for when I run something pulp again.

I'd disagree with "thin support". Available for you to buy are:
The Main Book
The GM Screen which includes an adventure
The Secrets of the Surface World Supplement (more character options, skills, abilities, wierd science creation rules, expanded vehicle combat, and world info)
There's more coming, the production plan from Exile is 1 book a year. Mysteries of the Hollow Earth is this year, and Revelations of Mars (planetary romance) is next year, but just dealing with what's already out there- there's quite a bit out there.
In terms of un-official fan support, the Exile Forums are really great. Things slow down and then speed up from time to time, but there's always people to answer questions, and there are lots of adventure ideas. I've got pdfs of probably close to 10 adventures that have been created by fans.
Whether or not, it's the "best", I can't say. It depends on your taste.
My friends and I like it a lot. There are few things I'm thinking of tweaking, but that holds for pretty much any rpg. The main selling point is the rules are simple and help keep the action going and the writing and art of the books really is evocative of the pulp action genre in general and E.R.B. lost world style adventure in particular.

That's the kind of question that gets people into trouble, and the kind I will always answer.
Hollow Earth Expedition is the best pulp game that I have played, it is the best pulp game that I have run, and it's the best pulp game that I am currently creating a PDF Magazine for fans by fans.
There are a lot of different games in the pulp genre right now that are all screaming for the same dollar, and unlike other fans of games I won't type this and tell you that they are not as good as Hollow Earth Expedition. In fact, for some gamers: Spirit of the Century, Adventure!, Savage Worlds, and Pulp HERO are the perfect game and for good reason. They all do things differently and allow the player and the GM to relive a fast paced adventure.
Hollow Earth Expedition also allows a player and a GM to experience a fast paced, action packed, high octane level of cinematic excitement that can rarely be achieved in many RPGs because many RPGs have convoluted rules that place the emphasis on what you can't do and don't look to what a player can do. Hollow Earth Expeditions incredibly intuitive rule set powered by the Ubiquity System allows players to complete non standard actions, cinematic scenes, over the top daredevil maneuvers in such a fashion that the game is never bogged down with rules minutiae that kills the flow and the spirit of the game. Instead Hollow Earth Expedition excells when players are able to take the wheel and drive the game towards its ultimate goal with the GM merely acting as a navigator and not man handling the wheel themselves.
I can go on and on, but in truth I am far from objective about Hollow Earth Expedition. I love the game. I've played games for well over 20+ years myself now, and I've played quite a few systems (and I won't bother you with the full list), but needless to say I've run Hollow Earth Expedition for players that range from 8 to 60+ years old, and they have all had a great time. I've run Hollow Earth Expedition adventures set in the wild wild west, I've run games where players were children in the 1950's (Wilderness Kids), and I've run a Lovecraftian inspired adventure in the 1920's, and I've run Hollow Earth Expedition in the 1930's where it is normally set. I've run it at home, at cons, in stores, and over pod casts. I always walk away from a table having had a great time, and if comment cards are believed I'd say 99% of my players having walked away from the table having had a great time.

Would I say it? YES.
Would others agree. Some.
Are there other games that might be better? Could be.
However,for my precious dollars and my more precious time my money goes to Exile Games Hollow Earth Expedition BECAUSE of the thin support. I know when I buy an Exile Games product that I'm getting a quality product that had a massive amount of man hours dedicated to it, a ton of love put into it, and if my own opinion wasn't enough I'd also point out that their "thin support" has led to almost every single product that they have ever created being either nominated for awards or having won an award.

It's pretty positive! I'm typing this with a HUGE smile on my face after reading the opinion of someone totally independent. It's always cool to hear your wife and friends say it looks good, but when someone you don't know says the like it...well, that's pretty goram cool!
