Is the Goodman Games grab bag totally random?

The Palladium Grab Bag is list 10 things you want and "Santa Kevin" tries to give you the top 3-6 choices, but I have yet to get more than 1 thing that wasn't on my list.

No matter what else you can say about Palladium, their Christmas Grabbags have always been awesome.

It sounds like Goodman may be using theirs to liquidate their excess 4e stock, which is more typical for that sort of thing in my (admittedly limited) experience.

Similar to my experience. Even when I was first getting into Palladium online, Kev  & Co. did some absolute magic to get me stuff that was out of the ordinary or tough to get (i.e., once I got a Rifts mini that was out of stock, taken from Kev's private collection), and in another one, after remarking on how much I liked the artwork of Ramon Perez, I received one of the originals from his work on Rifts.

That's to say nothing of the book titles I've received.
