[Atlantis: The Second Age] Hero Points question

In the Atlantis rulebook, it states:

Cannon-fodder villains, such as army troops, henchmen, and merchants, typically have no Hero Points. Minor villains whose survival isn't dependent upon the adventure's plot, may have one to three Hero Points. Continuing villains, such as those who may be used for several adventures or who are subordinate to the main villain, may have several Hero Points. Major villains who might be used over the course of a campaign and are integral to an adventure should have at least 11 or more Hero Points.

This seems cool to me and about what I would expect.

However, in the Bestiary, monsters are listed in have 5 Hero Points per Threat Level. This means a common animal has 5 Hero Points, the same as a Continuing Villain :confused:

In addition, the Adversary Creation section reads:

Hero Points than the average hero. This is to help the GM manage all the NPCs at his disposal without bogging the system down with minutia.

This seems kind of contradictory and represents a significant increase in Hero Points for NPCs.

My current thought is to ignore the later, or at the very least only use the Hero Points listed as the maximum amount the NPC would have if a major villain.

What are other people's thoughts on this? Am I missing something?
