Well, it's not my favorite stab at such a system, but then, few have pleased me to date.
It divides the game into 3 different scales. Different aspects of the game scale accordingly... like size of armies, units of gold, units of population. But there are several holes in the meaning of these units in the domain system, making it difficult to guess what some things are supposed to mean when modeling your d20 game setting.
It's a little stronger in the unit combat department that the domain management department, basically using a variant of the common "scaled up d20 combat" trick that most of these systems use. It does a better job at that than Malavoc's Cry Havoc. That said, some of the translations for troop abilities is less than perfect, neglecting factors like how changes in the time scale affect the utility of abilities like fast healing.
There's also a few bits related to PCs, mainly providing benefits for certain character classes in using the system. There is a whole new class, the noble, which is less combat capable than the core aristocrat, but has more abilities usable in the domain system.
