A mysterious island rises from the waves. The first that the PCs know of it is when a tidal wave hits the small port they are staying in. They must fight to survive this catastrophe. When the tide retreats, the town is in a bad way. The survivors look to the adventurers to determine the source of this disaster – which leads them to the craggy shores of the new island. Manta-riding humanoids, the huge Stoneborn, and Sandcrabs await them. The interior of the island holds the Citadel of the Ascendant – the stronghold of the Wavelords. This cabal of powerful wizards have arisen from the ocean depths to conquer the upper land and cover it all in the water of the sea. Their visage is that of the alien deep-sea creature – barnacle covered shells meld with their backs, multiple shrimp like arms sprout from their chests and evil eyes gaze out from their mottled humanoid faces.
Can the PCs stop the Wavelords' plan to cover all in water?

Definitely go with a blue deck, and some white to keep your health up. :)
I would say mid-Paragon, no lower. That is some region-spanning danger, at a minimum. Could easily go to world-spanning, depending on your plans.
Yeah. I was thinking paragon, but the forces involved are pretty epic. Maybe 14th-16th level.
