For as good as the Silhouette system is in terms of quick-and-easy mecha fights, and as good* as the art was for Heavy Gear, pretty terrible actually.

I think Tri-Stat BESM covers the range pretty well.  They had a number of supplements to help do just about any genre.  Since character creation is point-buy, it tends to work pretty well.  Obviously putting everyone in roughly a similar point of development is sensible.  While the system can support Giant Anthropomorphic Bunny Rabits advenruing with Veritech Fighters, that's bad for most games.

For my anime games (Dominion Tank Police, Slayers, Tenchi Muyo) have used BESM 2nd and has always worked out well.

Do yourself a favor and try to find Tokyo Godfathers - a heartwarming tale for the coming Xmas season. It's a modern interpretation of the John Ford western, 3 Godfathers, starring John Wayne.
(Though I don't know which RPG to use for that kind of story/setting...)
