There was a massive, very well-done fan effort for a d20 version over at the WotC boards. Perhaps the fact that it's a fan effort and/or d20 cheapens it for some, but I find it to be pretty damned good:

With the amount of comic/drama based on British politics, Yes Minister, The New Statesman, To Play the King etc etc, I'd be suprised if there wasnt one already.
Or a GURPS sourcebook at least.
