I couldn't stand DC Heroes. Like most other supers RPG, it failed miserably on the ground of actual play at being able to really emulate the Supers genre, while still using the rules by-the-book. In fact, along with Champions it was the textbook example of that.

Has anyone messed with Underground?  

I'm kinda curious about the alternate power-scale for MEGS, could be a fun alternative version for lower-powered games, but it seems like almost no one knows much about it.

Yeah, I have it and I think its pretty decent game. Though its odd in some ways for example it has more detailed weapons, PC creation is based on spending money to build the soldier you want. You spend on three stages IIRC, genetic engineering, something, and psychological integrations. Your power levels and mental illness are based on the money spent on these things.

Also the "results" are pared down to so many AP's equal a grade: F (Failure) up to A (Best Success.)

It's kinda fun, but I'm not sure it is readily adaptable to a nominal DC universe setting play. BATMAN version of the rules (which were mostly compatable with 2E) might be a better choice, but I'm not sure its all that different than just using DC.

I liked just about everything about DC heroes except the Hero Points angle every game I ever played just turned into everyone pumping up their stats when they could and the side with the most Hero Points winning. It made combats feel rather flat and boring, loved Character creation though. I still haven't found a Supers system I'm happy with and I've tried a lot of them.

I could add one thing here, which is that the Legion of Superheroes 2995 sourcebook is spectacular. It was written by the people who were doing the Legion book at the time, and contains information on the v.4 Legion that is considered CANONICAL which doesn't appear anywhere else.

Yeah, the ones for the previous edition (that came out around the time of Element Lad's leadership of the legion) were nothing special; don't know if I'd say they were crap, but they were very standard in what they offered.

The 2995 sourcebook was (set in the v.4 period, the one with Lobo on the cover) was actually written by Tom and Mary Bierbaum, who were doing the actual writing of the comic at that time.

Are you talking about the stuff they did with Giffen- or the rather lack-luster stuff they did on their own? They were awesome with Giffen; not so much after he left.
The gritty Giffen Legion is my favorite ever, so much so that I've never been able to go back since. Giffen's artwork is at its absolute peak, and the stuff Jason Pearson does near the end is also really cool, as is the use of the 9 panal format. the series stands out for making the subs not just cool, but ultra bad ass. So many fantastic moments, very under rated run, imo.
 I wish they were collected into trades or hardcovers.

I can't speak for Pundy (though I suspect that I do), but, yeah, the Giffen stuff is my absolute favorite -- 2995, five years after the galactic economic collapse...

Holy cats, yes. It was especially sweet when the Legion of Subs would go into a situation where their foes knew they were dealing with the Subs, and they'd be totally underestimated.

The sourcebook, if that's what's being asked, is set in 2995 and covers events going on in the comics of that time, up to and including the destruction of the earth and the founding of the SW6 group into the "Legionnaires".

As for me, I would say that without a doubt v.4 is one of my absolute favorite periods of the Legion (the other being the high point of the Levitz years, from around the time of the Great Darkness till around the time Polar Boy is elected leader).
I would say v.4 as a whole, though certainly the Giffen era is a little better than the Bierbaums-acting-alone era; the problem is that the Bierbaums were hamstringed by a number of decisions by the DC staff, who apparently hated them and wanted them gone. They essentially KNEW that the moment their contract expired they were out of there. And the DC powers-that-be at the time had already essentially decided that the Legion and its whole direction right then was a failure and was going to be put down. So not a great creative environment.
