Specially the damage system, that would make be some interesting strategy element.

How would a Thief RPG differ from just playing a Theif in any RPG set in that timeline?

There wouldn't be I suppose. But I thought the setting, from what I remember of it was pretty cool...but hey, I don't know much about videogames, this one struck me as something that could work as an rpg all by itself.

Dunno if this is the one you found, but the is basically the official PnP adaptation of the rules.  Version 1.0 was even included on the discs in one of the Fallout Collection packs, and several Interplay and black Isle guys actually helped out with the project.  

The writer is now apparently moving on to a d20 adaptation, and even managed to get the license from what's left of Interplay, but that seems rather pointless to me.  SPECIAL IS Fallout.

It's the setting that makes it interesting, I don't think you would necessarily even have to play a thief.

I agree, I'm not knocking the setting.  But I don't really remember anything in Theives world that really stood out on it's own that's not covered in most fantasy RPG's.  Yes there is some tech but basically it's a mundane generic Renissance world.

Another series I thing that could do well is Legacy of Khaine.  Especially the later games like Soul Reaver.  The mechanics on how to handle 1 character in two worlds would be interesting.  Similar to Wraith and Werewolf.

I can't believe I didn't think of this before now!

River City Ransom.  You'd play as a gang of high school toughs trying to liberate your city from the "control" of another high school's gang of badasses.  Sort of a whitewashed view of street gangs.

It was a great action RPG back in the day and I think there'd be great potential for a Warriors or Streets of Fire type game.
