ORE always struck me as quite complex actually. What is the nemesis free bit?

It's a horror variant of the rules with a free version of the Madness Meter from Unknown Armies.  It's magnificent!  :D

ORE isn't so much complex as it is different.  Once a group wraps their head around the core mechanic they know the entire ruleset.  There really is only one mechanic to grasp.  Sure games like Wild Talents add in some complexity but download Nemesis and you'll see what I mean.

Plus that dawning realization once it clicks in a players brain is most often a big smile followed by something along the lines of, "Hey that's neat!"

I'm a good friend of Dan Proctor, but I have to agree with this sentiment - if the game's still on the market, I prefer to pay the guys who wrote it.

Savage Worlds is good, with pretty lite rules and workable for sci-fi.

Yep.  Levi did a really nice job there.

Still, PDQ is awesome--I love its incorporation in Truth & Justice.  Might be worth checking at least.

I actually found the rpg site because I had an idea for this to give magic a few more options (I thought you could represent a lot of spells as a temporary, big increase in a particular skill). But he never responded :(

Let me second this opinion. BRP is easy to master and easy to play. I'd also recommend Hard Nova 2 (genre diversion i system) if you are running some space opera, but it might be a bit too lite for you.
