Generally, always give the PC a way out, or allow them to try and fight their way out.

He is then offered a choice: submit to becoming a tree, or try to escape a magical hedge maze that is filled with red caps spawned from his victims and other such things that chase him. That, or he enters the maze and wanders for eternity until his heart feels true regret. Either way, the chance of success would be like 5%. The hard part with the regret part is determining when the character truly feels regret and not just some BS the player says though.

Puzzles are good, as are riddles, Fae like both of those. I wouldn;t give a low chance and leave it at that, instead I'd give a low chance and allow the PCF to boost the chance by performing deeds or solving puzzles in the maze, each relating to the people he has killed.

If you need the PC to be genuinely regretful then give them a geas of some sort, an obligation that they must meet until their regret is manifest.

The Fae are generally quite close to/descended from the Gods, so why not? The Wild Hunt exists for many reasons, one is to punish very bad people who are enemies of the Fae. It might not be Woden, Herne or whichever deity leads the Wild Hunt, but might just be a mundane manifestation of the Wild Hunt.

Sometimes, the Wild hunt gives its victims a choice, die or join the Wild Hunt. If they join the Wild Hunt, they ride forever, hunting those who misbehave.

Next step, the Fae throw a Geas on him that essentially makes him their avenger.  Whenever Duke Aelfrid of the Summer Court needs a dirty deed done, the geas activates.

Mayhem, as Chirine says, ensues.
