Which, sure, who wouldn't want that?

Actually if we want to go about purest meaning, it means the rule by "The best powerful", which'd obviously translate rather to the "rule of the most powerful".

The problem is constant concentration of power by the same set of people. I'm not sure how the West goes about it, but in the East, especially post Soviet states, you can easily see that people who are  getting elected are same people who were up for the vote 20 years ago. I had a cold chuckle when I watched footage that was taken a year before I was born, and recognised 95% of politicians in it. This lack of rotation and accumulation of power and privilege is what's a problem, and it's rooted into the basics of inheritable rule.

In America the powerful like to rule subvertly as opposed to overtly like with a King or dictator.  They allow the idea of democracy, or at least a mass democracy, but only certain candidates are given legitimacy for you choose from in main stream media.  So every where you go around the world, the powerful, and arguably the best of, rule the least powerful and the least capable.  It's just the rulers have different styles really.
