My annoyance is with people who claim no one, ever, should tweak rules without playing RAW first. The most egregious example I dealt with were a small handful trying to insist I shouldn't be making some modifications to Conan d20 before I'd played it, despite the fact that I had an extremely clear objective in mind with those changes and, importantly, that I'd been running 3e and derivative games for years. [Spoiler alert: The houserules did exactly what I was after, and my players thought they were great.]

And that is the reason you are able to look at a system and see if you want to change something that works for you without even playing it.

I'm a big advocate of playing a lot of different systems. I find that some systems emulate certain genre's of play better than others. Not only does playing different systems make you better able to determine what you want out of an RPG. Playing lots of different rule sets helps to be able to translate ideas, NPCs, monsters, between different set of RPG rules.

I know lots of systems and play all of them by (or veey close to) RAW. I might make some minor adjustments, but if I have to make significant houserules to make the system work, I'd rather just use a different system.

Knowing the system via RAW is a must for the GM.   Keeping it that way is not.   

For me, the houserule changes that I make are more for my homebrew setting.   

I need to tweak the OS that runs the world so it fits my setting not tweak my world to fit the game rules.
