DC Heroes is a close/distant second.

I'm very fond of Heroes Unlimited, but FASERIP is still the all-time king.  Truth & Justice is a close second.

I would have said V&V, but in the past few months I have been running Mutants and Masterminds (somehow I talked my group into super-heroes, muahaha) and I can't imagine playing anything else. I like the FASERIP system too, but M&M is crunchier, which is a plus for my group.
