That's the idea behind the MGT SRD, same as the d20 SRD.

But the Beta Playtest Rules are questionable. I doubt that it was ever Mongoose Publishing's intent to make them publicly available after the playtest was concluded.

Did someone post a link to those? I didn't notice that. Not that I can see why anyone would want those when the actual SRD is available.

There are a lot of 3rd party publishers putting out material for Mongoose Traveller using the SRD. There is even a "Foreven Licence" which kind of lets you produce 3rd Imperium materials if you're that way inclined.

It's open stuff.  Their hope is you buy the final core version.  A few people have told me they bought the book in the last week.  Was helping a new player with chargen in a Google+ hangout just now.

No it is not open stuff. It is a playtest.

Attached is the first page of the Playtest Document which specifically says that it is not Open Game Content.
