Once upon a time, a Sega Genesis console game with a great theme and horrible execution, Beast Wrestler.
Arena combat.  Loser and victor get dumped in a blending vat after the combat, and out emerges a hybrid.

I wish there were a game:
Both arena and open world combat. Players are owners/managers/pilots/psychic masters.  Combatants are one of three:  Kaiju giant monsters similar to godzilla, king kong, etc, controlled psionically;  Giant Mecha Robots with pilots inside;   Cyborgs, a blend of both.  Victor in combat gets to salvage / harvest the DNA and parts and limbs and stuff of the vanquished.

You could build that in Savage Worlds.

Otherwise I'd start jotting down notes and find a system that scales really well to that powerlevel.

MSH (Marvel Super Heroes)
DC Heroes (Mayfair rules)

Any of those could easily handle exactly what you're looking for. But you're gonna have to get down and dirty and start building.

It's based on the Hero System, but it is relatively streamlined. I thought the combat worked fairly well, and you could make a wrapper story or system for the owners around that.

When I first looked at that piece, I thought it said, "Monster Bland" and that actually made me more interested in it.

Oddly enough Cute Fuzzy *cockfighting* Seizure Monsters for BESM could to that sort of play. Possibly also the original Monsterpocalypse board game. Though thats now OOP. Another odd one that could do it is one of the expansions for TOON! covered giant monsters and monster wrasslin.

I was thinking about BESM and Cockfighting Seizure Monsters myself! BESM and Rifts in a blender needs to be a thing... /cue tenbones coming in saying "Savage Worlds can do that!"  8)
