Well, I'm afraid if you expect more than that you will never be satisfied.  I would point out, of course, that the quote I gave is only a summary of a conversation, rather than a the conversation itself, which may've been more clear, but beyond that, it seems to have been one of the core sources for this particular piece of information.

The die mechanic is a good example, because all it really is is a different way of explaining skill+stat+(0-5) vs. Difficulty.  But the way they break it down and describe the math involved in that kind of roll, makes it sound more complicated than it really is in play.

I am reading it over now and I am really considering running a play by post game of it.

With the right group it seems like it could be a lot of fun to play and to run.

And GMS has provided some really nice resources that can be very helpful.

Devil, as I said over on the Lounge, I'm game if you are.  I think I'd put up with just about any system in order to play a good game bopping around the Whoniverse.  I actually have a campaign idea that I posted on RPGnet, but it's based on my strange love for minor and less-respected Companions -- one of them in particular.  I'm not sure it would be what you're looking for.

Cool.   I actually haven't posted much in either place in the last 24 hours because I picked up Unknown Armies and I have been reading that.

But I will get to your post over there and talk to you about the PBP game of Dr. Who (using the Time Lord ruleset) that I have been thinking of.
