I have done this , and it has turned out decently well - I think part of what made it work out is the understanding that the campaign setting shift is occurring against the backdrop of a multiverse a la moorcock's Eternal Champion or, frankly, D&D's various Prime Material planes. Really the physical or psychological transfer from one "setting" to another is quite precedented in the adventure fiction that influenced D&D - Poul Anderson, A. Merritt, DeCamp & Pratt, Edgar Rice Burroughs all had it in their bag of tricks and of course Moorcock made it his stock in trade. In a fantasy context, really it is not entirely different from the PCs travelling to another place in the same campaign world.

These days I might be less likely to do a "one day a tornado pulls you guys to Oz" just because it's heavy handed, but I might well place a portal to another campaign world in an adventure location somewhere that the PCs could stumble on and elect to use.

At the same time, putting the tornado-to-oz on a random encounter table sounds awfully tempting to me the more I think about it.
