Hell, combine it with some political strategy, climbing the Cursus Honorarium (IIRC) and I think that would just be too cool for school.

Easy enough to do.

I'd take IHW, replace Notice with Popularitas, replace promotions with the Cursus Honorium, Replace Honor/Practicality with Gravitas/??, set up the professions, and go to town. But then, that's my game. How about you all?

Fulminata? You're all set, I think.

Roma Imperious could do it, but it would take some fiddling, and it's not the right era.

Any others? GURPS Rome?

Also, what about the spin-offs?  Lex et Ordo:  Senate Victims' Unit ("So who killed Caesar?  Apparently, er, everybody...") and Lex et Ordo: Imperial Intent...
