I have no idea whether they've been repeated anywhere or not, but the best medium-crunch chase system I've ever seen was the one from HERO Games' Super Agents supplement.  Unfortunately pretty hard core collectible by now.
D&D is becoming Self-Referential.  It is no longer Setting Referential, where it takes references outside of itself. It is becoming like Ouroboros in its self-gleaning for tropes, no longer attached, let alone needing outside context.

Thanks for the tip, Daniel. Looking it over on Wikipedia, it sounds like it focuses mainly on vehicular chases. So I'm not sure I can apply a lot of that to what I already have. I'm mostly happy with my chase rules as they stand. I just need to firm up my events/complications/obstacles tables. WH doesn't use percentile dice, but unless someone knows a way to get a result from Xd10 without a bell curve, I'm going to have to employ d% tables as Bren suggested.

It does; HERO assumes you'll use the hexmap for foot-speed chases (which then aren't chases because of the wargame-style movement rules) but you can easily rewrite the obstacles  and range rules to apply to foot chases.

It really sounds like you're setting up a dice derby.

If you really want a cup-and-ball chase, you need to set up a location where it would make sense. Perhaps in a tower with a system of 4 elevators or something like that? The party could try to wait in ambush for the right elevator...or split up. Either way, there's plenty of opportunity to lose track of where the targets are.
