Best rules for miniature-RPG hybrid?

I just saw the pdf for Fallout: Wasteland Warriors is available. I love the computer games (except 76), but I do't know anything about this other than I'd need to get special dice and cards. Anybody more familiar with it?

The Fantasy Trip, or GURPS, because they are very well designed & developed to make fun, interesting, unpredictable games out of tactical situations where positions, facing and terrain details, and how people move are major factors in what happens. And because their mechanics try to represent the situation and give plausible results based on the situation, rather than the characters with the highest Level or the most hitpoints tending to win regardless of the situation.

For non hex play do you mark arcs on miniatures bases or just make calls that it's close enough?  Circles around circles are hexes so it's not too hard to say "this is the front, and if you're not in it, you're on the side unless you are obviously directly behind."

Is that how people handle not having hexes when doing miniatures with TFT?
I've done this from time to time but I prefer using hexes because they make things so clear and explicit, and require fewer GM rulings.

Yes, one way is to make bases that show the front/side/rear arcs. Or to mark or just use whatever base there is, or just rely on the GM to make rulings. Also when a player moves they can announce their intention to be facing a certain way relative to someone else, and/or ask the GM if they can achieve a certain move or not. So you need a GM who is good at doing that. It can be a bit tricky though because of course a fighter might often like to be able to move to the side or rear of some foe, and without a hex grid, it's not always clear if there is enough space to go around their front hexes, or between other figures and obstacles or whatever.

I ended up making some textured hex terrain tiles.  All my walls and doors and dungeon dressing can still be used and it didn't take that long to make enough "mega hexes" for most layouts.
