Over the Edge "OGL"?

So I'd read a while back that the system Jonathan Tweet designed for his classic RPG "over the edge" (which I think he calls "WARP"), had in some way shape or form become an open license?

So what is it, what parts are available for use? Are there strings attached?
Permissions required? Or are we talking the same as the D&D open licenses; as long as you don't use the proprietary stuff you can do what you want?

Yeah its cool news. I had heard about it a while back but hadn't bothered looking into it until now.
