In my game the big bads were some of the canon NPCs like the ghost IA VOL (I Achieved Victory Over Life) and her werewolf lover Raw Meat. The book is crammed full of dozens of detailed Kin NPCs who can be enemies or allies depending on game.

The setting has factions and NPCs with goals and beliefs opposed to the PCs, but there aren't any Great Old Ones or other apocalyptic villains. The focus is very much on the PCs and their struggles with politics, humanity, and monsters of the week.
