I want a game that mirrors Scorsese's Gangs of New York.  Not just a bunch of thugs tacked onto a system, but a system and setting intertwined to create rich characters, plots, and subplots.  Something where a "character mechanic" like a traditonal character was also meshed with a "gang mechanic" where your gang would enhance your stats for certain crimes, battles, etc.  I imagine a similar mechanic could be used in a Maximum Security Prison RPG. I started outlining both of these a while back, but I just couldn't define what the draw would be.  I still think there's a game there, though.  Somewhere.  But probably a board game more than RPG which is not what I was looking for.
