My favorite freeform magic system is Eldritch Ass Kicking (the RPG of arcane action and old men with sticks).    Magick is very loosely defined with broad modifiers so you could tweak the general magic into specific spell effects.

I have run it several times at conventions and its beer & pretzels, but tremendous fun for a light hearted gaming group.

If the rest of the game is just as loose then I have no issue with it because all the mechanics are on the same baseline.  Where it sucks is if everything else is rather detailed then you have something that is ambiguous.  That's when you run into problems.
