The Assassin's Creed 4: Black Flag soundtrack has a number of sea shanties on it that were recorded for the game. Might be good for some atmospheric music.

Skull & Shackles by Paizo is actually very good. I waited for and prepared for a decade, at least, to run a pirate campaign, and wouldn't have expected such good quality from Paizo.

GURPS Swashbucklers has some good material whether or not you use GURPS.

The old Pirates & Plunder from Yaquinto is probably too hard to find at a decent price to be worthwhile.

"Arrgh Thar Be Zombies" for AFMBE, and Adamant put out a magazine called "Buccaneers & Bokor".  
Dungeon Crawl Classic #4 is late or post pirate.  You found a treasure map to one of the most legendary hauls of all time:  All you have to do is go pick it up, right?

Weirdly, I can't find much Call of Cthulhu stuff.

Save or Die did a review recently on Freebooters, a White Box style pirate game.  Sounds like a pretty good resource, whether or not you go for the old school system.

If you're interested in miniatures at  all, you can save a lot of money by using Legos...they make a lot of pirate sets:

There are also a lot of Lego-compatible knockoffs as well. My son has a pirate ship set and my daughter wanted "a good guy ship," and the best one of comparable size was an off-brand version that cost far less:
