Well if you are simulating Wuxia films rather than RL then you definitely need different rules! IRL unarmoured guys aren't weaving & dodging between opponents for more than a very brief moment...  ;D

You're missing something here.  Dex isn't just dodging blows.  It's also minimizing the impact of blows. Heavy armor was shaped to deflect and redirect the force of a blow.  Turning at the right moment can be the difference between a weapon clattering off of you and broken bones from a direct hit, even if it doesn't penetrate.  So you don't need Wuxia to model the effects of high dexterity, even in heavy armor.

My own system allows full Reflexes (my version of Dex) to apply even to heavy armor, you just have penalties to movement if you lack sufficient strength (in D&D terms you need a Str 12+ to move in medium armor without penalty and a Str 15+ for heavy armor.

Heavier armor in my system also applies penalties to fatigue checks as wearing it doesn't so much slow you down as tire you out faster (slower movement should really only apply to overland travel where you go slower to not tire yourself out and not so much in a skirmish where adrenaline is kicking in).
