Best generic system for homebrew campaign

I had to register just to say: get Nemesis! It is one of the most brilliant systems available, and its free. It's tailored to be used with Call of Cthulhu, but can easily be tweaked to a fantasy-setting. It is also the same core rules that the aforementioned Reign uses.
You'll have to to a bit of work though, specially with the magic-part. But nothing you shouldn't be able to fix over a weekend:)

I'll second Consonant Dude.  EABA is a very well-done generic system of medium crunch.  You can download a free EABAlite PDF direct from this link.  It's a good introduction to the system and gives you the basic mechanics.

Entirely skill-based, with a good skill selection.  Easy to add new skills if necessary.

For comparison, I consider EABA to be simpler than GURPS.  Personally, I classify it as medium crunch.  Possibly lite-medium for the basics.  There are plenty of clearly-marked 'advanced' rules that you can pick and choose from if you want increased verisimilitude.

Easy to tweak if necessary.

To attempt a task, you roll a number of d6 equal to stat plus skill, then you take the highest 3.  You can have modifiers of +1 or +2, so this gives you a range from 1-20.  Damage accumulates, and you suffer increasing penalties.  There are additional options for damage...well, really, there are additional options for most aspects of the game.

The design goal was a more or less realistic game, with cinematic tendencies.  I think it has succeeded pretty well.
