Just as it says, and why one over the other? Or is there a superior 3rd option I am unaware of for a bad ass cops RPG?

I don't know what your French is like else C.O.P.S. might be of interest?
Settingwise it's a future (2028) California and the PCs are part of the C.O.P.S. (Police/SWAT/FBI/etc. all in one); it has a nice system (nothing fancy) and a Euro take on the States (whatever that implies is for you to find out)...

If setting is of no particular use to you: I'ld go with Brad's advice and use GURPS!

I rather like Crime Fighter - it's kind of Hero System Lite, from memory, I ran the adventures in the book when I bought it and carried on a few sessions afterwards. Worked fine.

Of all the buddy cop movies you go Tango and Cash?

On topic, I hear that Feng Shui would be a great engine for this style of game. Spirit of 77 hay also be a fun choice.

That's why it wasn't my go-to option...I usually use GURPS sourcebooks for other games rather than GURPS...

Crime Fighter's combat and movement/chase rules make my eyes glaze over...very miniature-oriented.  Though the game does (did) come with cool chits.

We used GURPS once, years ago (never even knew there was a Cops supplement) for a police procedural.

I remember surviving a point-blank, execution-style shot to the head. Fair and square.

Good times.

Nowadays I'd use Savage Worlds or Ninjas & Superspies.

Yeah, I'd prefer a shot to the head be lethal or at least result in serious impairment.

Ideally PCs would drop their guns and surrender as in cop shows and movies. Then of course escape or pull a trick to reverse the situation.

It would be... on anything other than a 2 in 2d6.

And the perp had the drop on me.

And my character was in a coma for a few days.

d20 Modern could if you put some severe limiters in on what can and cannot be created.

Palladuim's old Beyond the Supernatural could to if you jettisoned all the supernatural stuff and went with straight up human horror. Same for Cthulhu Now and especially the new Gumshoe game Esoterrorists.
