Yes, exactly.  And that's where I've found a particular sweet spot with the HeroQuest rules -- loose definition of a hero's particular powers, but consistent codification of the hero's power levels, which are directly comparable to other heroes' and villains' power levels.  Add to that the augment and assist rules (the ability to give another character an indirect bonus based on attempts to help them), and it races along without the all-too-common less-than-superheroic bookkeeping.
