Eclipse Phase

What if its none of the basic steps that are the problem, and its easy to get from primordial ooze to starship-building civilizations, but the problem is that there's some big thing out there eating any civilization that gets to that stage?

In the computer game Mass Effect, which I'm currently playing, it's suggested that multiple civilisations have formed galaxy-spanning cultures and empires, then each time something's wiped them out.

So yeah, that works too.
