I am curious if there is a TTRPG that is set during the Napoleonic Era that includes fantasy elements (magic, magical races etc). I have been looking around and its hard to find anything that can be used.

I ran a campaign for a while that was based on Naomi Novik's Temeraire series, which I would heartily recommend. It has domesticated dragons, but no magic. The book series is Napoleonic, but my campaign was set in 1860s Korea, so not Napoleonic. I used the FATE system, but I wouldn't particularly recommend it. I'd use whatever generic system floats your boat.

There's also colonial America RPGs which are close to the Napoleonic era, but are pretty different in literary genre. Colonial Gothic and Northern Crown (D20) come to mind. Those include fantasy elements.
Colonial Gothic was the first thing that popped into my head, albeit that it's 40 years earlier and on the wrong side of the atlantic.

Next closest thing is probably Helveczia. That's 100 years too early, but you could convert it for the Napoleonic period.

Both games have fantasy elements, though neither have fantasy races that I know of.
Just get a solid historical RPG set in the period, then port in your fantasy elements.
You might want to looks at Age of Revolutions, from Cthulhu Eternal. It's free, and I'm sure you could tweak to taste.

Napoleonic history is my specialty and i've never seen anything like that either. Tried making one myself long ago (without fantasy elements) before giving
up on the idea. Closest thing i've ever come to it is playing Empires in arms while inebriated.

I'm a huge fan of the Hornblower (and Jack Aubrey) series of book and those books have a nice variety of adventure types. Replicating that style of adventure, unfortunately, isn't as easy in the typical location-based format that most fantasy or sci-fi adventures take. To me, coming up with a way to create the types of adventures you'd see in this period is the most challenging part and all my plans for a Napoleonic (or Victorian/Edwardian) RPG campaign died here. It's not an RPG but a Miniatures Skirmish (Small groups of miniatures, not Epic battle of Waterloo stuff) game. BUT it does have the Fantasy (Supernatural and Horror) elements you're looking for.

7th Sea isn't exactly a particular European age - but it's generally age of musketeers and piracy - roughly 17th century; while Napoleonic is early 19th century.
It could be adapted, but there are a lot of differences over those 200 years.
