Actually I just found out it's a remake of the 1979 Avalon Hill game. They apparently tweaked it by adopting some fans house rules and gave it a new visual design.

Weird. BGG has it listed seperately despite their fanatical insistence on merging iterations of games that have been changed. Guess GF9 didnt grease enough palms.
