Title: Ankh-Morpork the board game

I just got Ankh-Morpork the board game. It's really good. It's quite simple to learn, but it has a lot of strategy behind it. Each turn you play a card and that card places a minion on the board, places a building on the board, kills a minion, gains some gold, removes a trouble marker (I get to that later) or triggers a random event. Some cards allow you to play another card and some cards can be played as an interrupt during another player's turn.

Trouble markers are placed in an area where a minion is placed if there is already a minion there. If a minion is removed or killed the trouble marker is also removed. If you build a building in an area you get the corresponding city area card which has an ability you can play one every turn, like gain some gold, place a minion or remove a trouble marker.

The goal in the game depends on the personality you picked randomly. It can be to achieve control of several different areas, gain $50, get 8 trouble markers on the board and some others I won't mention. You don't know who has what personality, so there is some bluffing envolved.

Interesting.  I was just wondering if there were games for playing a living city.

It's a light area control game. There are plenty area control board games out there. You can check them out on boardgamegeeks.com (just look for city building games) or maybe check out some dice tower reviews like this one (https://www.youtube.com/watch?v=I4N6WGNo5Sw) for example.
