I had heard that as well except for the "pretty much proven" part. I tis considered one of the more crack pot theories, at least in my reading.

The best theory I've seen is the one talked about in the linked article. At least thy have some sort of evidence, though it's nothing conclusive. The shot-as-a-spy thing is woven of pure moonbeams.
