Meddler/"Observer" paradigm videos & RPGs, (movies too)

Okay...this is maybe a setting or an idea thing I've been mulling over for quite a while now.

Back when music videos were actually"GOOD!!" (with a capital enthusiastic G bordering on Great) , I noticed several "obsever" or "Meddler" videos. These short story vidss seemed to focus on 'observer' characters who could sometimes meddle in the stories shown.

Sometimes in these videos the characters that were 'observer'-like were portrayed as possible angels or even angels of deathe in an Almost WINGS OF DESIRE style.
Perefect example is this one featuring Christopher Walken as the "observer' character in the Madonna video "Bad Girl":

I used to know three or four more examples of this in ideos - but its been awhile. A more 'positive" vesion of this kind of thing would be some of the Sci-F channel intersttial bumps and one or two of the magically surreal beer commercials from 7 to 11 years ago.

What I've been wondering is if those kinds of characters and situations could be translated or re-imagined into an RPG setting...or at least a shared setting for books and stories.

In this case the Observer guy seems to be immortal or able to sidestep the timeline and watch events at his own preferred speed.
