From a police spokesman in Munich: "What motivated him to throw a puppy at the Hell's Angels is currently unclear.".

This just looks like a situation that was just begging for some PC involvement.

That would fit right into an old Unknown Armies game I used to play in.  Actually that would probably fit into any Unknown Armies game.
