On some forums you'll find monthly threads that have no specific topic, just a place where people talk about whatever random topics and life issues pop into their heads and tangents are encouraged. I find those are a good way to get to know other posters, but I've never seen one around here. Are they discouraged? Ill-suited to this forum's culture?
It'll be viewed as off-topic and most likely be closed post haste.
Having said that, i am in favour of an introduction thread for new posters, but i think that's been rejected before as well.

You know, we do have a Facebook group for this forum (https://www.facebook.com/groups/162368927119016/) which has been silent for a while now... but it could be a good place for off-topic banter. I once asked around for what sort of beer was best for a roast chicken marinade and we even got a lively little debate out of it. :D
I don't really know who some of the people are IRL, but maybe we could bring it back to life so we could shoot the shit. Strikes me as a neat compromise, we get to exchange witty banter on non-RPG topics while preserving the message board itself from Tangency Syndrome.
