This is a site for discussing roleplaying games. Have fun doing so, but there is one major rule: do not discuss political issues that aren't directly and uniquely related to the subject of the thread and about gaming. While this site is dedicated to free speech, the following will not be tolerated: devolving a thread into unrelated political discussion, sockpuppeting (using multiple and/or bogus accounts), disrupting topics without contributing to them, and posting images that could get someone fired in the workplace (an external link is OK, but clearly mark it as Not Safe For Work, or NSFW). If you receive a warning, please take it seriously and either move on to another topic or steer the discussion back to its original RPG-related theme.

Quick question about where to post

Hello, RPGsite. I've lurked here for a long time now, but never posted. I am ArcheiosAggelos over at TBP, but I don't have a huge post count there either.

At Flatland Games we are looking for some playtesters for a roleplaying game and would like to link to a free and open playtest document. Where would it be appropriate for me to post such a link and ask for some feedback?

Thanks in advance.

You could advertise the document and playtest on the News ans Advertisement forum to get some visibility as a news item on the portal of the RPG Site, and then create a separate thread on the Design and Development forum for the feedback on the board itself.

Does that answer your question, mate?

That sounds perfectly clear. Just wanted to make sure that I wouldn't be seen as advertising where it wasn't wanted.

Thanks for the quick reply!

The News and Advertising forum basically exists for blatant shilling.

The Design forum is a legitimate place for things like playtesting or discussing the development of rules still in process; so anything that falls under those headings will not be seen as "unwanted advertising".  It would only be seen as shilling if you posted something that was basically just an Ad, rather than an honest attempt to get people participating in the design or playtest process.
