This is a site for discussing roleplaying games. If you receive a warning, please take it seriously and either move on to another topic or steer the discussion back to its original RPG-related theme.

Not necessarily. An IP address identifies a computer on a network. When you are referring to a "network of networks", such as the Internet, ISP proxy servers, dynamic IPs and various other intermediary agents can either hide or share IP addresses. As a trivial example I run about fifteen different mail and web servers from the same IP address for totally different organisations.

Ok, the IP in question is listed as belonging to the "RIPE Network Coordination Centre".  Anthrobot has used other IPs, which also belonged to that Network.  The network itself is listed as being in the Netherlands, even though both Anthrobot and Johnny use "yahoo.co.uk" email addresses in their registration.

So what does that mean?

It looks like it is the Regional Internet Registry authority for Europe, the Middle East, and Central Asia.  Basically, they dole out IP addresses in that region.

I don't know why that specific IP address would be used in this case, unless the person is question is an employee.  IP addresses can be a mysterious thing.

It means the IP doesn't belong to a source that would explain multiple users having the same IP address (an anonymizing service for example).

It's also worth pointing out that if Johnny and Anthrobot were seperate people they would have provided you with some evidence of that by this point.

You need to consider whether you want to allow sockpuppet accounts on the site, whether you want to allow them until people abuse them, or if the site has a no sockpuppet policy.  It's your site, and your choice.

What proof can they supply? It's possible they're different people and possible they're the same, but how do you prove it? I can't think of anything that could be supplied on the internet that couldn't be created by one person trying to pretend to be two.

If it's a sockpuppet whose only purpose is to prop up Anthrobot's dubious opinions then by all means it should be banned, and if another is created he should be banned. The problem is in proving it.

There are some serious limitations to this approach.  Two I can think of off hand are that it would prevent users who legitimately share an IP to register.  The second is that many users would be getting different IPs on a regular basis, so this doesn't solve the problem as even technically unskilled users may just have to wait a few days to create a duplicate account.

Listen, this just sounds like this crusade against sock puppets is going to generate a lot of work for the admin staff and set them up to look foolish by encouraging a running skirmish of the sort we are already seeing with "Socks McPuppet".  If I was in their position I wouldn't go down that road.
